Sorry, I cannot find any sugar cookie recipe that has any connection at all with any San Diego Elementary School. It doesn't help that there are multiple "Alice Birney Elementary Schools" in different cities around the country - named for her because she founded the PTA. The fact that there is no specific name for the cookies ("sugar type cookie" is too vague to be a good clue) is also a hindrance, and 1965 was a long time ago. I looked for a Facebook page that might be frequented by former alumni and cafeteria employees of the school, but I had no luck with that. If you can find one of those and post your request there, you might have some success.
I will post this for reader input.
