I found this description of Popeye's Sweet Heat Dipping Sauce:
"Popeye’s Sweet Heat sauce forces sweet honey to take Louisiana hot sauce by the hand and spin her round and round until they become one. Vinegar and a “special blend of peppers” jump in to complete the tango."

I found a photo of the Popeye's label for the sauce here: Popeye's Label The basic listed ingredients are: water, honey, sugar, red pepper, corn syrup, high fructose corn syrup, distilled vinegar, food starch - modified, salt

Looking for a copycat or "tastes-like" recipe, the first thing that I found was a video made by a chef, who said that the Popeye's sauce can be made with this simple recipe:

1/4 cup Sambal Oelek
1/4 cup apricot preserves

Yes, this sounds like what you've already tried with apricot jelly and sweet chili sauce, but did you use Sambal Oelek or did you use some other sweet chili sauce? Did you use apricot preserves or apricot jelly? If not, perhaps you should try it with the exact ingredients he gives.

I found this recipe on a message board, given as a "tastes-like" recipe for the sauce. It has honey, which may be the key ingredient:

Sweet and Hot Sauce

1.5 cups Franks Red Hot sauce
1/2# butter (2 sticks)
1/2 tbl cayenne pepper
1 cups brown sugar
1/2 cup white sugar
1/4 cup honey
splash Worcester sauce

Finally, I found that someone recommended Frank's Red Hot Sweet Chili Sauce as a "tastes-like". You can buy this Frank's product at Amazon: Frank's Red Hot Sweet Chili Sauce
