There are lots of poppy seed loaf/cake recipes that call for one of your requirements or the other, but the only ones I can find that call for both soaking the poppy seeds in milk AND have honey as an ingredient are these:

Woolworth's Turkey Salad

I came across this while searching for something else:

Woolworth's Hot Turkey Salad

2 (5 ounce) cans chicken or 2 (5 ounce) cans turkey
1 1/2 cups sliced celery
1/2 cup chopped walnuts
1/2 teaspoon salt
1 dash ground black pepper
2 teaspoons minced onions
2 tablespoons lemon juice
3/4 cup mayonnaise
1 cup crushed potato chip
Directions:

1. Preheat oven to 450 degrees.
2. mix all ingredients together EXCEPT potato chips.
3. Heap mixture into 4 individual baking dishes or 1 deep nine inch pie plate.
4. Sprinkle with 1 cup crushed potato chips.
5. Bake 15 minutes or until light brown.

Fresh Cantaloupe Pie

I came across this while searching for something else:

Fresh Cantaloupe Pie

1 ripe cantaloupe
2 TBSP flour
1/8 tsp nutmeg
1 1/2 cups sugar
3 TBSP butter
1 cup cold water
1 ready-baked pie shell

Cut cantaloupe. Save all juice, but remove seeds. Cut meat from rind and puree in blender.
Pour meat and juice into a saucepan. Add 1 cup of cold water. Boil for 5 minutes. 
Mix flour and sugar together and add slowly to hot mixture, stirring constantly.
Stir in butter and nutmeg and allow to cool. Pour into pre-baked pie shell and 
cover with meringue. Brown in oven.

For meringue: Use pasteurized egg whites equivalent to 3 eggs. Add 1 teaspoon of sugar and beat until fluffy.
